Zelensky Asserts He Lacks Explicit Security Pledge from Allies
Ukrainian President Volodymyr Zelensky says European allies have not given him concrete pledges that they will defend Ukraine in the event of a new Russian aggression.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.
His comments come a day after the UK and France inked a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.
However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which included some three dozen nations that form the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.
Allies proposed that the United States would assume a leading role in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.
The Russian government has thus far remained silent on the declaration made in the French capital.
Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukrainian territory.
Zelensky's Shifting Tone
The UK Prime Minister characterized the bilateral declaration as "an essential component of our dedication to support Ukraine for the foreseeable future".
He added: "It paves the way for the juridical structure under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years to come."
Zelensky hailed that agreement as a "huge step forward".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.
"But as long as we lack such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And even if they do, you must ultimately depend first and foremost on your own strength."
Persistent Challenges and Fighting
The Paris talks were also significant owing to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
Witkoff said the allies "largely finished" their work on finalizing security arrangements.
Recently, Zelensky said a settlement was "ninety percent complete".
Questions of land and defense pledges have been at the forefront of outstanding matters for diplomats.
The Russian leader has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to end the war.
Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could withdraw its troops to an agreed point - but only if Russia reciprocated the action.
Russian forces now holds about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts constitute the Donbas industrial heartland.
It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.
Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with more limited success.
