The United Kingdom and France Will Dispatch Military Personnel to Ukraine if a Ceasefire Accord is Reached

Placeholder Diplomatic Meeting

The London and Paris have formalized a statement of purpose concerning the stationing of armed personnel in the nation should a peace agreement be concluded with Moscow, the British leader, Sir Keir Starmer, has announced.

Subsequent to discussions with Ukraine's allies in Paris, he indicated that the allies would "create military hubs in various parts of Ukraine and construct secure installations for arms and equipment" to prevent any future incursion.

The coalition members also put forward that the America would assume leadership in verifying a truce.

Moscow has consistently stated that any external forces in Ukraine would be considered a "valid objective", but has as yet not commented on this recent development.

The Situation and Continuing War

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow presently holds approximately 20% of the country's land.

"This constitutes a crucial element of our pledge to be alongside Ukraine for the foreseeable future," stated Starmer.

National leaders and high-ranking officials from the "Partner Group" took part in Tuesday's talks.

He stated at a shared media briefing, he added: "It establishes the framework for the operational parameters under which allied and coalition forces could function on the ground in Ukraine, protecting Ukraine's airspace and waters, and rebuilding Ukraine's defense capabilities for the years ahead."

The PM also stated that Britain would take part in any US-led monitoring of a potential cessation of hostilities.

Security Guarantees and Negotiation Stances

Senior American diplomat Steve Witkoff said that "lasting security guarantees and substantial economic promises are critical to a enduring ceasefire" in Ukraine – alluding to a key demand made by Ukraine.

The negotiator noted the allies had "substantially agreed on" their work on establishing such guarantees "in order that the citizens of Ukraine know that when this hostilities ends, it ends permanently."

The former US envoy, US President Donald Trump's representative, also participated in the talks.

Separately, France's leader Emmanuel Macron said that Ukraine's allies had made "major progress" at the talks.

He added that "strong" defense assurances for Ukraine had been agreed in the instance of a prospective truce.

Ukraine's leader Volodymyr Zelensky commented that a "major step forward" had been made in the talks, but added that he would only view efforts to be "adequate" if they culminated in the conclusion of the fighting.

Last week, the Ukrainian leader suggested a settlement was "largely prepared". Settling the remaining 10% would "shape the outcome of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Territory and defense assurances have been at the heart of ongoing disputes for the parties involved.
  • Putin has often said that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas or Russia will take control, rejecting any compromise over how to conclude the war.
  • Zelensky has thus far excluded ceding any land, but has floated the idea that Ukraine could move its forces to an mutually accepted point – but only if Russia does the same.

Russia currently controls approximately 75% of the Donetsk region and some 99% of the bordering Luhansk. The pair of oblasts form the area of Donbas.

The initial US-led 28-point peace plan that was circulated to the media last year was seen by Kyiv and its European allies as being disproportionately favorable in Russia's direction.

This sparked a period of focused discussions – with Ukraine, the US and European leaders trying to revise the proposal.

Recently, The Ukrainian government sent the US an revised 20-point plan – as well as additional documents detailing possible security guarantees and plans for Ukraine's reconstruction, the President stated.
